The National Cotton Council has developed the STAX plan, an area wide shallow loss revenue insurance plan as well as modifications to the marketing loan. John Maguire, Senior Vice President of Washington Operations for the Council says the adjustments are designed to both resolve the Brazil-WTO case by providing a basis for negotiation for the WTO Panel and fit nicely into the budget.
